3.                   Amendments to minutes of meeting held in January 2002

Minutes of previous was not available

 

 

4.                   Purpose of this committee:

§         Jean mentioned that this committee needs to look at gaps that need to be addressed

§         Members need to bring specific issues to the committee that will be discussed & recommendations will be made

§         Jean also questioned the need for this committee??

 

5.                   Council for Medical Schemes Draft Document

§         Brian suggested this committee look at the draft document that the Council for Medical Schemes has put together with regards to Privacy & Confidentiality & submit comments to the Council.

§         Chris mentioned that the Council documents reflect people’s thoughts & not information take takes into account current legislation regarding Privacy & Confidentiality

§         This document will be available on the PHISC website

 

6.                   Document with information on Privacy & confidentiality:

§         Jean produced a document with important information on Privacy & Confidentiality. This information will be scanned by Peter & made available on the PHISC website

 

7.                   Patient Rights:

§         If a dependant has an out or in hospital encounter, the principle member is not entitled to this information in most situations e.g. A dependant over 14 yrs having a termination of pregnancy.

§         If medical aids are passing this information onto principle members on statements, they are contravening the Privacy & Confidentiality Act

§         If the principle member needs information, the Access to Information act allows him/ her to do so, however the National Health Bill can prevent the member from obtaining information in certain situations e.g. Child Abuse.

§         Elsabe mentioned that all existing legislations need to be interpreted in such a manner that it aligns with the Constitution.

 

 

8.                   General

§         A proposal regarding the National Health Insurance Policy was mentioned & it was suggested that all Stakeholders take note of this proposal

§         This proposal will be available on the PHISC website

§          

 

9.                   Closure:

§         With no other urgent matters for discussion, Jean thanked everyone for their participation and closed the meeting.
